I got a call from Rogers, i was offered the following deal for 3 years price is guaranteed not to change, non-committal:
Not sure if you can call in and get this deal but i did get it through chat a few months ago but i opted out because i have a pretty good deal with Cannet 45/month for 300Mbps. Only problem is speed is throttled more than half in the afternoon.

I ended up going 500Mbps. im still waiting for an email to have my install date set. apparently it takes 3 business days.
