Without prejudice, I guess only people who currently don’t have PC Mastercard are eligible, even people who have had one. I can’t find anywhere mentioning any exclusion about it. Many posts of similar offers mention 6 months delay after you cancelled your PC Mastercard to become eligible to “new” card offer.
