You can get Command and Conquer REMASTERED for $9.93 CAD right now on Amazon US website as a digital Steam code to redeem. Yes, you can redeem it in Canada and I did already.
On Steam the game costs $10.79 CAD.
I usually change my address on Amazon to a state in America that doesn’t charge taxes on digital goods. But, it looks as though they aren’t charging currently taxes for digital Steam games even if you address is Canadian. Weird.
